MEMORANDUM OSHO-0010-2024
To: LPU DAVAO FACULTY AND STAFF
From: OCCUPATIONAL SAFETY AND HEALTH OFFICE

Subject: POLICY AND GUIDELINE ON ANTI-SMOKING AND TOBACCO CONTROL
Date: March 2024

Veritas et Fortitudo, Pro deo et Patria!

Effective March 4, 2024, Lyceum of the Philippines -Davao is implementing a campus-wide anti-smoking and tobacco-free policy for all employees, students, customers, and visitors in order to provide a clean, healthy, productive, and safe environment for all. This policy is designed in compliance with CHED Memorandum Order no. 6 series of 2021, which is already in effect.

I. Scope/Coverage
– This policy applies to all university-owned or leased properties, including buildings, grounds, parking lots, and
vehicles.
– The policy extends to off-campus events sponsored by LPU-Davao.
– All students, faculty, staff, visitors, contractors, and volunteers are subject to this policy.
– The policy prohibits the use of all tobacco products, including but not limited to cigarettes, cigars, pipes, smokeless
tobacco, electronic cigarettes (e-cigarettes), vaping devices, and any other nicotine delivery systems.

II. Policy

Smoking and tobacco use of any kind will be prohibited on all Lyceum of the Philippines-Davao owned and/or leased locations/premises; all internal and external areas, parking garages, and parking lots; all entrances and exits; and all company-owned and/or leased vehicles. Additionally, the policy will be in place at all company-sponsored events-both on our premises and at external locations. Employees who choose to use tobacco products must do so on their regularly scheduled breaks or meal periods and off company property. No ashtrays are permitted in any indoor or outdoor area on company premises.

III. Objectives

The primary objective is to prevent students from starting smoking or using other tobacco products. By establishing a smoke-free environment and promoting tobacco-free norms, the policy aims to reduce the likelihood of students experimenting with tobacco and becoming regular smokers.

The policy aims to educate students about the health risks associated with smoking and tobacco use. This may involve integrating tobacco control education into the curriculum, providing information about the dangers of smoking, and offering resources for students who want to quit or need support.

By establishing a smoke-free environment within the school, the policy helps to model healthy behaviors and promote tobacco-free social norms among students and staff. This contributes to changing attitudes towards smoking and reducing the social acceptability of tobacco use among young people.

IV. Procedures

Copies of this policy shall be distributed to all current and future employees, posted on the premises and available for inspection upon request. Lyceum of the Philippines-Davao shall not discharge, refuse to hire, or in any manner retaliate against an employee, applicant, or customer who exercises any rights afforded by this policy, or anyone who reports or attempts to prosecute a violation of this policy.

Compliance with this policy is mandatory and policy violations by employees will be subject to the standard disciplinary actions of the company.

Any disputes involving the policy should be handled through the company’s established procedures for resolving other work-related problems. If the problem persists, an employee can speak to Human Resources and Development Office.

On October 11, 2023, Ms. Danica Bendigo, manager of the Social Orientation and Community Involvement Office (SOCIO) of LPU Davao led a team of Lycean faculty and staff on a mission to conduct a community needs assessment (CNA) of a target village in collaboration with the EGIP Foundation Inc.

The EGIP Foundation team was headed by Ms. Celina van Dierendonck, Development and Communication Officer, and Mr. Joshua Donato, Project Coordinator. Elements of the PNP Baguio-PS 11 and PNP-RPSB Cluster V also joined the mission.

During this enriching experience, the SOCIO team of LPU Davao had the privilege of enjoying a traditional tribal meal and snacks thoughtfully prepared by the tribe, along with their signature native coffee. The occasion was made even more special with the presence of Mr. Alec van Dierendonck, the President of EGIPF, and the esteemed Tribal Chieftain of the Obu-Manuvu Tribe, Uwon Paulino Landim Sr., within the community.
