ANTI-BRIBERY AND CORRUPTION POLICY

Introduction:
At LPU, we are committed to upholding the highest standards of integrity, transparency, and ethical conduct in all aspects of our operations. Bribery and corruption undermine the values of our institution and erode public trust. This Anti-bribery and Corruption Policy outlines our zero-tolerance approach to bribery and corruption and sets forth guidelines for preventing, detecting, and addressing instances of bribery and corruption within our university community.

Core Principles: 

  • We maintain a zero-tolerance stance towards bribery and corruption in all forms, including offering, soliciting, or accepting bribes, kickbacks, or other improper inducements. 
  • We adhere to all applicable laws and regulations governing anti-bribery and corruption, including the Anti-Graft and Corrupt Practices Act of the Philippines and other relevant statutes. 
  • We expect all members of the university community, including Officers, Deans, Department Heads, faculty members, staff, students, contractors, and third-party representatives, to conduct themselves with honesty, integrity, and fairness in their interactions with internal and external stakeholders. 
  • We promote transparency in our business dealings and financial transactions, ensuring that all transactions are accurately recorded and appropriately disclosed. 
  • We hold individuals accountable for their actions and decisions, regardless of their position or status within the university hierarchy. 

Policy Guidelines:

  • Bribery, kickbacks, facilitation payments, and other corrupt practices are strictly prohibited in all university activities and transactions, whether with public officials, private entities, or individuals. 
  • Acceptance of gifts, hospitality, or entertainment must be in compliance with applicable laws, regulations, and university policies, and must not create a conflict of interest or give rise to impropriety or the appearance thereof. Refer to LPU Solicitation Policy.  
  • Individuals must disclose any actual or potential conflicts of interest that may influence their decision-making or compromise their impartiality in university matters. 
  • We provide a confidential reporting mechanism for individuals to report suspected instances of bribery or corruption without fear of retaliation. 
  • Reports of suspected bribery or corruption will be promptly investigated, and appropriate disciplinary action will be taken against individuals found to have violated this policy. Refer to LPU Employee Manual.  

Implementation: 

  • We provide regular training and awareness programs on anti-bribery and corruption policies and procedures to ensure that all members of the university community understand their obligations and responsibilities. 
  • We monitor compliance with this policy through regular audits, reviews, and assessments of university activities and transactions, identifying and addressing any potential risks or vulnerabilities. 
  • We continuously review and update our anti-bribery and corruption policies and procedures to reflect changes in laws, regulations, and best practices, as well as emerging risks and threats. 

Review and Revision:
This Anti-bribery and Corruption Policy will be annually reviewed and revised to ensure its effectiveness, relevance, and alignment with our institutional values and legal obligations. Feedback from stakeholders and insights from anti-corruption experts will form any necessary revisions or updates to the policy.
